Allan I. Bergman is an accomplished nonprofit community agency and association executive and nationally recognized leader in influencing the development of federal and state policy relating to “best practice” services and supports for persons with disabilities. Bergman’s career includes significant leadership positions within local, state and national non-profit agencies and associations. Most recently, he served as President and CEO of one of Chicago’s largest community agencies, Anixter Center, supporting more than 5,000 individuals living with disabilities through 400 employees, 72 programs, and multiple sites. His earlier positions in Washington, D.C. included President and CEO of the Brain Injury Association of America, and significant leadership roles with United Cerebral Palsy Associations as Director of the Institute on Disability and Managed Care, Director of State-Federal Relations, and Director of Government Relations.
A seasoned disability and association professional, Merrill was selected to serve as ANCOR’s Chief Executive Officer in November 2014, concluding a national search by the ANCOR Board of Directors. Merrill, who had previously served as ANCOR's Vice President for Public Policy, has been involved in disability issues since 1992 as an advocate, state legislator and attorney for people with disabilities and the providers who serve them. At ANCOR, she has led the development and implementation of all aspects of ANCOR's public policy agenda, representing ANCOR's diverse membership of private providers of services for people with disabilities before federal and state policy makers, while keeping ANCOR members fully apprised of the impact of critical system changes and providing guidance and technical assistance.

Crisis Advocacy - Never Let a Crisis go to Waste Speaker: Desiree Hung, Director of Policy and Legislative Relations, PAR; Nick Kratz, Sr. Associate, Capital Associates, LLC Even though the Capitol has been closed to the public since late March, the machinations of the legislature are still operating. Come to the Crisis Advocacy session and learn about what’s happened since the shut-down, where we are with the budget, what we can expect during the lame duck fall session, some pre-election prognostication and maybe some educated guesses about what our advocacy future may hold. We will go over some of the grassroots efforts we will be using and preparing for the post-shut down legislative agenda with some data, facts and figures. You’ll have the opportunity to interact with the presenters and ask questions. Robust dialogue is encouraged!
B-1 Employment First Policy: A Conversation with ODP and OVR Speakers: Shannon Austin, Executive Director, Office of Vocational Rehabilitation; Laura Cipriani, Policy Supervisor, Bureau of Policy and Quality Management, Office of Developmental Programs; Moderators: Judy Dotzman, Executive Director, SPIN, Inc.; Susan Soderberg, Senior Vice President of Mission & Business Services, Goodwill Keystone Area We all share a goal of providing as many opportunities as possible for people with intellectual disability or autism to gain competitive, integrated employment. But with different funding streams, regulations, areas of jurisdiction, and roles, it is important to have as many conversations as possible with all stakeholders around how we can partner with each other toward our common goal. The Office of Developmental Programs (ODP) and the Office of Vocational Rehabilitation (OVR) will provide updates on data around employment for people with ID/A in their respective program areas. Attendees will then have the opportunity to engage with ODP and OVR in a conversation moderated by Judy Dotzman and Sue Soderberg on how ODP, OVR, and providers can partner together to ensure seamless transition between services and that individuals can still make progress on their employment goals during COVID-19. B-2 Alternative Payment Models Speaker: Mark Davis, President and CEO, PAR CMS is promoting “value-based payments.” Payers (states and managed care entities) are moving toward “paying for value, not volume.” Individuals with ID/A are interested in living better lives. The trend for our current fee-for-service systems, demand for services and demand for an adequate workforce indicate the current system is unsustainable over the longer term. How will ID/A providers best position themselves to thrive in this new payment and service accountability environment? How do ID/A providers leverage performance-based contracting to deliver better outcomes and retain staff? What is the role of technology in this new world? B-3 Current State of EVV and Answers to Frequently Asked Questions Speakers: Chuck Frick, Office of Developmental Programs; Jennifer Grimm, Section Chief, IT and Contract Management, Office of the Deputy, Office of Developmental Programs Join representatives from the Department of Human Services (DHS) and the Office of Developmental Programs (ODP) for a session to discuss how Electronic Visit Verification (EVV) implementation is going to be impacted by COVID-19; Frequently Asked Questions; and what providers should be doing right now to ensure they are ready for implementation. Join us for a panel presentation with representatives from four different organizations as they discuss their approaches to social media and effective advocacy. We'll also be discussing how COVID-19 has shifted our social strategies, and lessons learned so far. All panel members are long-standing members of PAR’s Communications Collaborative, with varying backgrounds in communications, marketing, public relations, development, and advocacy.

Mark Davis is the President and CEO of Pennsylvania Advocacy and Resources for Autism and Intellectual Disability. Mr. Davis is actively involved with the American Network for Community Options and Resources (ANCOR), serving as co-chair of the Alternative Payment Model Workgroup and as a member of the Government Relations Advisory Committee. Previously, Mark was the President of the Ohio Provider Resource Association (OPRA). As president of OPRA, Mr. Davis helped design and implement innovative system reforms for Ohioans with intellectual and developmental disabilities. As part of his role at OPRA, he was co-chair of Advocates for Ohio’s Future, a broad-based health and human services coalition of almost 500 organizations.

Kristin Ahrens is the Deputy Secretary for the Office of Developmental Programs (ODP). Previously, Kristin served as the Director of the Bureau of Policy and Quality Management in Pennsylvania's Office of Developmental Programs. Before joining the Office of Developmental Programs, she served as the Policy Director for the Institute on Disabilities at Temple University. Deputy Secretary Ahrens' 25 years of experience working with people with disabilities spans from advocacy and community education to providing supported living, family support and self-directed services and includes development and management of several self-directed models. Prior to moving to Pennsylvania, Ms. Ahrens was the Director of Self-Determination Resources, Inc. (SDRI), a regional brokerage serving adults with I/DD, in Oregon. Deputy Secretary Ahrens has a Masters in Education and Disability Studies Certificate from Temple University.

Open Forum on COVID-19 Join PAR, providers, and stakeholders in the Intellectual Disability and Autism (ID/A) community for an open forum session, lead by President and CEO Mark Davis, focused on COVID-19 allowing attendees to collaborate and learn from each other. Some focus areas for this session will be recovering from the emotional and financial impact of COVID-19, COVID-19 related federal, state, and provider policies, moving into the future, success stories, and what we have learned so far.
